Kiev will lead the gambling business out of the shadow by 2019

Petro Poroshenko, together with the Prime Minister and the Minister of Finance, put their signatures under the draft of memorandum. Together with them, the chairman of the national bank of Ukraine also acted as a signer.

Earlier it became known that about a month ago, in February this year, the head of the Ukrainian Ministry of Finance, Alexander Danilyuk, at the final conference, where the results of the annual work of the ministry were summed up, proposed the introduction of a gambling business within the legal framework. According to the minister, at the moment the gambling business, being outlawed, deprives the budget of significant funds. This situation will help to correct the introduction of taxes for the gambling sphere and its legalization.

In addition to Danilyuk, the Minister of Internal Affairs of Ukraine Arsen Avakov had a similar proposal at the end of 2016.

Ukrainian underground gambling

79% of Ukrainian citizens believe that the ban on gambling contributed to its transition to the shadow economy. This conclusion follows from the results of a sociological survey on the attitude of Ukrainians towards gambling, which was held last month among 2000 citizens of Ukraine. The poll was conducted by the sociological group “Rating”. According to its results, it turned out that only 87% of the respondents were aware of the fact that gambling was banned in Ukraine. The respondents give an evaluation of the consequences of the ban on the following. 17% of Ukrainians are convinced that the legislative experience as a whole was successful. 71% of the respondents said that it was rather completely disastrous, and 79% say that these measures contributed to the transition of gambling business to the informal economy.

57% of citizens who took part in the survey believe that the ban led to a significant decrease in revenues to the local and state budgets. In addition, 67% of respondents are sure that the person who has reached the age of majority has the right to decide whether he can take part in gambling for money. Among all the games, respondents are most supportive of the lotteries – 32% of respondents expressed their positive opinion. Next ones are bookmakers and casinos. Show less
